EPA final rule will permit year-round E15 fuel sales

The Environmental Protection Agency (EPA) finalized regulatory changes to allow gasoline blended with up to 15% ethanol (E15) to take advantage of the Reid Vapor Pressure (RVP) waiver that currently applies to E10 during the summer months.

The rule also announced measures to reform the Renewable Identification Number (RIN) compliance program under the federal Renewable Fuel Standard by making it more transparent and less vulnerable to price manipulation.

The RIN rule reforms included requirements for public disclosure if a party’s RIN holdings exceed certain thresholds, and additional data collections to improve EPA market monitoring capability.
